An $18 million dollar campaign to improve access to addictions service by offering a continuum of recovery services under one roof

The Challenge

We are witnessing the drug crisis which has only amplified by the pandemic resulting in more violence and overdoses leading to death. Mothers and Fathers should not have to lose their children to addictions.

Recovery from addictions to drugs and alcohol is a personal journey comprising many different pathways. 

There are resources in Winnipeg but the needs in our communities are far exceeding those resources.  When someone wants help, they need it today and shouldn’t have to wait weeks or months for support.  Services are stretched to the max creating long wait times for services. Most individuals wanting help end up back on the streets trapped in their addictions and sadly end up losing their lives.

Your support of this project will help to change lives, furthering permanent change for many people in our vulnerable community who need it most. Safe detoxification beds in Winnipeg and Manitoba are heavily taxed. Your help is needed to meet the increasing demands.

Many develop drug addictions as a coping mechanism for homelessness, which further entrenches homelessness.

Our community programs are designed to have the positive effects that detox and affordable housing can have, including reunifying families, completing high school, dignified employment and other life-affirming actions.

Adult & Teen Challenge’s vision

Our goal is to close the gap between the existing resources and the Community’s needs.

We offer a comprehensive set of services that cover every stage of the recovery journey. From community outreach to aftercare, and everything in-between, our programming model is designed to put hope within reach of every person struggling with addiction. 

We want to be part of the solution for Winnipeg to see less violence and deaths in our community. 

We believe that every Canadian deserves to live free from addiction and have a safe and affordable place to call home.  

We want to support The Manitoba Mental Health and Addictions Strategy and Canada’s National Strategy to End Homelessness and do our part to bring 100 new recovery beds to our community, and see lives change and families thrive.  

We recently purchased a 6 story building at 83 Kate Street that will be renovated to create a Community Centre that will provide solutions to the complex challenges of addiction, homelessness, family reunification, job training and recovery. 

We believe this project will be a first to provide a full continuum of addictions services under one roof. 

We will be partnering with agencies meeting needs in our city along the continuum of critical recovery services for people living with addictions, who may also be experiencing housing insecurity, and/or are seeking recovery services. 

We believe a person seeking those services needs to be navigated and connected with the right services at the right time to either initiate or sustain recovery. We will also offer supportive employment opportunities in group homes or homes for those seeking additional assistance. By offering this continuum of care services as part of our project, we hope to provide Winnipeg with fewer cases of violence and deaths due to addiction. 

We will join with the Manitoba Mental Health and Addictions Strategy as well as Canada’s National Strategy To End Homelessness. Through these efforts we seek to bring hope within reach for those struggling with addiction so they can live free from it.

ATC Programming

Those who participate in our programming commit themselves to long-term to their rehabilitation. Healing may take up to 2–5 years for sustained results. Few programs provide long-term, all-encompassing help.

The success of family reunification, sustained healing, and housing increases with long-term commitments from both parties. The success of relocating as a family unit into permanent safe, and stable housing will be boosted by the safe and encouraging atmosphere over the first one to two years following reunification.

Based on our experience, we anticipate a constant flow of families into this program. We will be right there, walking alongside them every step of the way.

Enhanced addiction recovery components

  • Outreach and Outpatient assessment; 
  • Counselling;
  • Detox inpatient;
  • Treatment – short term recovery and long-term recovery; 
  • Basic life skills, capacity building, support with education and literacy;
  • Hands on job training and workplace certification; 
  • Family addiction treatment; 
  • Family reunification program (children return to families with parenting support); 
  • Affordable housing units for individuals and families

Why Adult & Teen Challenge?

Adult & Teen Challenge is a leading substance use disorder program in Manitoba which provides long term programming that facilitates healing and family reunification as well as employment, education and a productive life.  It is noteworthy that 50% of  our staff and leaders, including President & CEO Daniel Emond, have lived this experience and fully understand what people live through on their journey. These voices and those in the community guide the development of all our programs and service.

Our Solution

“The resource of safe detoxification beds in Winnipeg and Manitoba are so heavily taxed and unable to keep up with the need and demand, that through your support of this project as a sector we are hoping it can alleviate some of the pressure and help to change lives – furthering permanent change for many in our vulnerable community who need it most. 

For so many, drug addiction sets in as a way to cope with homelessness, creating a deeper entrenchment in homelessness. Programs in the community see the impact detox and supportive housing can lead to, witnessing families being reunified, people graduating high school, and more.

There is a drug problem in Winnipeg that we must solve, and all options need to be on the table.

In Manitoba there were 407 overdose deaths in 2021, up from 387 in 2020, both record amounts. Last May, 23 overdoses were reported in Winnipeg over a 3-day period. The deaths are staggering and for each death there are hundreds of people who continue to suffer from addictions and need our help.  It’s important to remember that each death represents not just one person, but also all of the people who suffer from addiction and continue to need our help.

Our goal is to provide treatment when it is needed and to make sure no one is turned away when they ask for help. The key to successful treatment is having treatment options available when someone decides to seek treatment.”

Our Timeline

Creating the Life Transformation Centre requires thoughtful planning, strong collaboration, and community support. We have made significant progress and are eager to take the next step toward construction.

KEY MILESTONES

Land and Building Secured: ATC owns the property and has received approval for redevelopment.

Funding Progress: Over $4 million has been secured from private donors, foundations and government partners, with additional funding applications under review.

Community Support: Backed by community leaders, frontline service providers, and all levels of government, this project is a critical step in addressing addiction recovery and housing needs.

Next Steps

With funding in place, ATC will proceed to construction, which is anticipated to take approximately 18 months. This project is ready to move forward—but we need your support to reach our full funding goal and complete construction on schedule.

PHASING STRATEGY

To meet urgent needs and manage costs, the redevelopment may proceed in phases. This approach prioritizes the completion of housing units and base building upgrades, followed by programming and recovery spaces.

PHASE 1: Housing First & Building Readiness

The first phase of construction focuses on achieving occupancy and delivering the housing units as quickly as possible. This includes the full build-out of the top two floors into 18 aftercare apartment suites (30 beds total) and critical upgrades to ensure building functionality and life safety. By completing the upper residential floors first, ATC can begin welcoming individuals exiting addiction programs into stable housing while the remainder of the facility is built out.

Scope Items:

  • Installation of new water, sewer, hydro and gas service mains
  • Construction of a new elevator, exit stairwell and accessible main entrance
  • New insulated metal roof to ensure energy performance and long-term durability
  • Window replacements throughout the building, Interior door installation as needed
  • New parking lot and perimeter fence
  • Completion of 5th & 6th floors (aftercare housing: 9 suites per floor; mix of 1- and 3-bed units)
  • Basement prepared for storage use only
  • Rough-ins completed for remaining floors to allow for cost-efficient future upgrades

PHASE 2: Core Services & Community Space

Once housing is operational, the focus will shift to communal and programming spaces that support day-to-day operations and community connection.

Scope Items:

  • Construction of main floor commercial kitchen and dining hall, serving residents and program participants
  • Completion of 2nd floor, including critical support spaces and a large gathering area and chapel for group activities, spiritual support, and community events

PHASE 3: Recovery Program Expansion

The final phase of work will complete the remaining program spaces, bringing the full continuum of recovery support online.

Scope Items:

  • Completion of 3rd floor with 18 long-term in-residence program beds
  • Completion of 4th floor with an additional 52 in-residence program beds & resident lounge
